Is my hand shortened at all, that it can’t redeem? or have I no power to deliver? Behold, at my rebuke I dry up the sea, I make the rivers a wilderness: their fish stink, because there is no water, and die for thirst. Why is it that I came and there was no man? I called and there was no one obeying (answering)ª Is my hand not strong enough to deliver? Or am I not strong enough to rescue?
Behold, by my threat I will dry upᵇ the sea, and the rivers, I will put deserts and their fish will wither from their being no water and they will die of thirst.

a if the answer was "because we are so depraved that we are incapable of responding and since you did not regenerate us to make us answer you we can not respond to you" this would be an absurd series of questions.
